JOB SUMMARY

The GIS Analyst position will be under the general direction of the GIS Senior Analyst and will provide GIS services that include: mapping, geocoding, spatial analysis, providing training for beginning GIS users, and developing the necessary data to be used in calculating rates and producing maps. At times, the GIS Analyst position will be tasked with maintaining GIS software and other GIS resources as well as researching GIS problems and potential solutions.

Responsibilities include:

– Developing, testing, populating and maintaining spatial datasets using established standards

– Supporting current spatial systems, and performing spatial analysis

– Identifying and resolving problems with deployed systems

– Designing cartographic products following best practices and community standards and guidelines

– Performing root cause analysis and remediation in one or more applications or systems

– Engaging with internal and external customers to understand functional requirements

– Contributing to completion of functional specifications

– Providing assistance for junior staff and other users of GIS systems

– Knowledge to operate GIS hardware, such as large format plotters and GPS devices

Requirements include:

− Considerable working knowledge of GIS systems, spatial data and database management systems and development platforms

− Must possess knowledge of : 1) High level information technology systems; 2) the ESRI software suite including ArcGIS Desktop, ArcGIS Enterprise, ArcSDE, and all related software; 3) the goals and objectives of public health and; 4) Geographic, Social Science and Computer Science concepts

− Strong customer service skills

− Excellent interpersonal, written and oral communication skills

− Must be skilled in performing map projections, spatial analysis, data analysis, spatial data conversion, acquisition and manipulation

− Must be skilled at creating maps for reports, presentations, videos, the web and various other forms of media

− Ability to balance, prioritize and organize multiple tasks

− Ability to work collaboratively in teams and across organizations

− Ability to synthesize feedback and adjust plans accordingly

− Ability to build strong relationships inside and outside the organization

− Ability to develop and write advanced technical documentation

− Ability to understand and put into practice the advanced theories and process of programming language used in GIS

− Ability to display data and create advanced maps

− Ability to create, modify and manipulate advanced data sets

− Ability to manipulate complex geospatial aspects of data

− Ability to relate data to answer the specific advanced spatial questions being asked

− Ability to do advanced analysis and produce advanced reports

− Ability to participate on teams in the development of unique GIS applications designed to meet specific user and business needs

− Must be able to effectively teach often complex ideas and methods to staff not trained in GIS

Preferred Qualifications:

− Bachelor's degree plus 2 - 4 years of GIS and analysis experience (or equivalent experience)

− Intermediate GIS software training - (e.g., extensions)
