We are seeking a Property Appraiser 4 who will be responsible for the equitable valuation, review and allocation of all centrally valued property for ad valorem tax purposes. The position will insure the methods and techniques used are in compliance with Arizona Revised Statutes, standard appraisal techniques, guidelines and rules of the Department of Revenue. The Property Appraiser 4 will also be responsible for defending values before judicial and administrative bodies. This position will represent the Department and the State at professional gatherings pertaining to the valuation of the above cited properties.

Example of the duties and requirements include:

  • Determine the full cash value for mines, electrical generation and/or transmission, public utilities, airline flight property, private rail cars, railroads, water, sewer, and wastewater facilities, pipelines, telecommunication companies, electrical distribution cooperative, and renewable energy equipment.

  • Prepare and reports and explain the Department’s position in taxpayer conferences.

  • Prepare and provide testimony at the Board of Equalization.

  • Review and revise annual reports forms for assigned centrally valued properties.

  • Notify taxpayers of annexations and ensure up-to-date CVP/CCIS database land files and cost records. Work with CCIS ensuring up-to-date tax area codes.

  • Prepare special reports, respond to legislative requests, monitor litigation and work with attorneys on lawsuits involving above industries.

  • Perform financial reviews and related tasks as assigned.

  • Understand and participate in the Lean Principles of the Arizona Management System (AMS), including weekly huddle groups, implementing, monitoring, revising and updating processes for maximum efficiency.


Ideal candidate will be a college graduate with appraisal experience, graduate school, professional courses in mathematics, economics, finance, statistics, statistical programming or research methodology. Experience with LEAN management process improvement methodologies is preferred Knowledge or/experience with Microsoft Office Package software suite. Experience in testifying before a panel or before a jury or judge in a courtroom situation.
